Unkillable Background process "SHUTDOWN ABORT LEAVES UNKILLABLE PROCESSES"

Hi all,

When I do shutdown abort my LGWR and CKPT still around and also kill -9 cannot get rid of them anyone know why ?

because of this my cluster fail to failover
