Actually, it depends on how the GTT was created.

By default, the data is not available after a transaction COMMITs. One must use 'ON COMMIT PRESERVE ROWS' to be able to see the data, within the same session, after COMMITs.

it is like any other table ... if the data is committed and you have access you can see data, else no you can't.
