I just loaded 9.2.0 on a Win 2K yesterday, ran the DBCA and saw neither action.
When I checked the scripts it generated, it still used the standard passwords for SYS & SYSTEM.
Are your setups for WIN or UNIX/LINUX ?

Throw in the fact also that most of the "default" accounts are installed with their account locked...
