What error messages are you getting??
I had similar problems a while back w/ OEM 2.2, but followed the steps laid out in Oracle Enterprise Manager 101 (Oracle Press), and it worked like a champ.

i';m sooo frustrated... i hve tried changing the password to default
OEM_TEMP (using the method in metalink)
,startup/shutdown the website.. but still does not work !!
what am i doing wrong ?????
