First, try a simple reinstall of your current service pack.
If that fails to solve the problem then see if this link applies: http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q142676&
Is another virus protect product running at the same time as TrendMicro
server protect?
If so then try shutting down the services for the other product.

Hi DBAs,
WinNT service pack 6. Oracle 8.1.6.
On several of the servers I am getting Initialzation of c: \winnt\system32\DLL user32.dll failed. Notes on MetaLink are not applicable. The only thing added to these servers was TrendMicro server protect 5.31. I do not know if coincidence or cause. The error is intermittent. Has anyone else had this failure? If so please share any cause/resolution.
