Nope - Tried all that and didn't work - password file, granting sysdba to sys, changing remote_passwordfile_..=exclusive. It is easier to just run shutdown/startup in rman itself. It it was that easy I wouldn't have posted it. I read all available docs first!

My guess is that to start up or shut down a database remotely, you have to
use connect <user>/<password> as sysdba;
You will probably need a password file.
See Note 1029539.6 on Metalink which describes how to create password file.
