Looking on Metalink for something I came across the following note

coe_xplain.sql - Enhanced Explain Plan for given SQL Statement (8.1-9.0)
Abrief synopsis is that it generates an Enhanced Explain Plan for one SQL
statement to diagnose apps performance issues (sql tuning).
* Includes relevant statistics for tables, indexes and columns.
It requires the running of a script similiar to the utlxplan.sql to create holding tables. It also seems to use the 10053 system event. It does talk about apps but I cannot see anything that is apps specific.
