Although the book primarily (almost exclusively I think) focuses on 8i, the philosophy discussed in chapter 2 that is the core of using the wait interface to tune your database applies whether you are talking about 7-8-9...
It is one of the books that I have used most as an Oracle DBA. I don't know if there is talk of a 9 version, but get the book, you won't be sorry. Even if they update it in a year, the year you use this version of the book will make it pay for itself and won't be obsolete any time soon.
That's my 2 centavos worth.
