Re: ORA-04021: timeout occurred while waiting to lock object

Third-party tools sometimes do simple operations in non-straightforward way. Try to do CREATE OR REPLACE from sqlplus and check that you run a version of Navigator compatible with your database.

Run script catblock.sql and look at dba_lock_internal. You should find this object there.
