I found a workaround, I set the following init.ora parameters:
Cpu_count = 2 or 4, depending on the Win2K server Parallel_min_servers = 2 or 4, depending on the server Parallel_max_servers = 10 or 12, depending on the server
Dbms_stats run in parallel with degree=>4 seems to keep the CPUs busy.
I basically wanted to speed up dbms_stats, I have a job I wish to run early every morning and I don't want it to interfere with user activity.
For some databases CPU shoots up to 85% on a machine with 4 CPUs, nice to see it being used.
On one database (data warehouse) CPU usage never seems to climb much higher than about 15% during dbms_stats, not sure why that is at this point, will double-check the pfile to ensure it matches that of the other db's.

iTAR resulted in no info so far. Oracle Tech Support is basically saying all their really good info is "confidential".
