RE: How to see howmany transactions commit per minute?

Transactions committing per minute... isn't that redundant? :-)  

Statspack report will tell you. Also, v$sysstat will help you, ya just need to query it at time point 0 and time point 1 and diff the result. Each user commit would essentially be one transaction.
