All this ranting is nice but consider the following:
That is really scary! DBAs don't install Oracle, but its done by :the technical people"????? Since when are DBAs not "technical"? Almost every time I've been dealt a machine with the Oracle software installed by a non-DBA (and even some DBAs), I've whacked it at the first opportunity and reinstalled. This has happened when "consultants" installed it (typically the default dbca stuff with all the defaults including the started database with all the demo crap), when hardware vendors installed it (typically very non-OFA, every option available, and also a "started database"), when SAs installed it (sometimes $ORACLE_HOME = oracle's $HOME = home for a bunch of other junk, other times everything owned by root!), etc.
2) When you have to do cross platform development Java is the tool to save on resources.
3) Any machine that's need to run a production database should be strong enough to run Java ok.
