You will want to open a TAR on this. There is a lengthly procedure document
that Oracle will provide for doing an Apps Clone on 11i. There are issues
with just duplicating the executables and database. I got out of Apps on
10.7, but remember that a doc was being written by Oracle as of the 2001
Open World for 11i.

My apps person tells me that they just restore the db and the applmgr stuff
works fine with 10.7. Its sloppier than restoring the appl_top as well, but
works. 11/11i being an entirely different animal.
