You may well be correct, though the installer did seem to indicate that it was going to run some sort of http configuration assistant after creating the database and running the Oracle Net Config Assistant. No matter. I got the HTTP listener going by editing the Apache config files. Fortunately, the files contain plenty of comments so I was able to figure out what settings to change.
