Perhaps this question should be posted on a unix group since these are unix file permission errors 8-) Try this, just for grins:
ls -l /DB/O92iBase/O9iEE/bin/sqlplus
See what the owner, group, and permissions tell you. If you are not sure what the output tells you, consult your unix system administrator.
