What is MTS_MAX_SERVERS & MTS_MIN_SERVERS set to? Also what is the total number of users connecting to the database?

I have changed my 8.1.7.3.2 database to MTS on win2000. But performance is too
bad.
I have 800 MB of shared pool and not setted large_pool_size.
50 dispathers, 100 processes and 750 max processes.
What can I do ? Have you got an idea. How can I check the mts performance?
