Cannot connect to external procedure agent

lsnrctl status returns

Services Summary...

  OPDD          has 1 service handler(s)
  OPDD          has 2 service handler(s)
  PLSExtProc            has 1 service handler(s)

But when I run my external procedure it says

ORA_28575 Unable to open rpc connection to external procedure agent

This is Oracle 8.1.7.2 on AIX 5

Any ideas?
