One of the two star generals I had the priviledge of working for at Wright-Patt
had a plaque on the wall of his office that read (if memory servers correctly)
"Public monies must be handled with the most pristine of hands, the utmost of
integrity, and the cleanest of consciences."

fyi
the joint audit committee of the california legislature has finished looking
into the oracle ELA
"debacle" (word of Dean Florez, the audit committee chair).
they basically said that there some incredibly incompetent political hacks in
charge of the
contract "negotiations" for the state, but that oracle (and grumman/logicon)
acted in a highly
sleazy manner.
oracle offered to pay off as many legislators as it took in order to hush things
up, but that tactic
backfired, in spite of the democratic party's and the governor's office's
attempts to do exactly
that kind of hush up.
Dean Florez appears to be the rare politician that has smarts, integrity and guts.
