Maybe he's talking about what I have always called super-associative. Basically you have code tables for EVERYTHING. With Code type and each table just uses that. It leads to very many very short rows. Also it leads to LOTS of joins.

I believe there was a recent thread on this regarding a consultant who wanted to implement it and a dba who was not so sure.
