My understanding is...
If an INSERT into the table also inserts an entry into the index, that's logged. An index is a data file, so if it changes that's going to be logged. This will happen even if the index is NOLOGGING.
Creation of the index and some other operations won't be logged if NOLOGGING is invoked, so the operation will go faster and won't stress logging for others. After index creation, as soon as the tablespace is backed up you're fine - subsequent DML that affects the index will be logged and you'll be able to recover from backups without recreating the index.
There's a chapter on direct loads in the Concepts manual that has a specific list of operations that are not logged if you invoke nologging.
