We have granted view on dba_source, dba_arguments and dba_objects to
developers. As for debugging, we create a copy of production db as of 5AM
and make it available to developers (after scrambling some data). It is
their playground to fix and diagnose the problems.
In few days their complete access to production will go away. although we make production changes only on a weekly basis, I generate a schema description (basically a bunch of web pages) that has all objects info, all source code dumped to web pages with links to navigate easily between content to a file system that only developers have access.
So far they seem to be happy with it.
