I am also chasing a ghost like yours. Even though I have much larger number of cache Buffer chain waits, I look at the total picture. Looking at my statspack report, I noticed that application spends 30% of the time in buffer cache contention. How about the other 70%?
Looking at the buffer gets reports, I found each of my processes having 2.2 Billion buffer gets. Looking at my application, I should not have more than 250Million buffer gets for each process. Off course the problem is with the SQL. So I am working first on my SQL and then if buffer cache chains problem still exist, I will work on it.
So check the buffer gets and find out SQL that are doing it and work on them.
