Yes you could, but one needs to be aware of the security implications. One hopes that nobody is running their external procedure listener under a privileged user such as oracle or root. If so who ever could use the PL/SQL procedure could rename YOU right out of a job.

To answer Emre's question, we can do it if you have a extproc listener configured and have a external procedure to do the same.
