Looks like they've unpublished this bug. Not surprising, as it's extremely embarassing! :-)
I've tried to pull it up with your procedure here, and can't. Could you email me the text of the bug if you still have it please? Thanks,

Latest news - I raised an iTAR with metalink
pointing out that I couldn't use a 9i database
in production with this bug in place.  This is
now with developers looking at a backport, but
with no date for the backport currently predictable.

For reference - the bug number is 2121935. but I
could only find it by going to the Advanced Search
entering 2121935 in the search field, selecting
Doc Id from the options, and ticking Bug Database
before starting the search.
