Have you considered partitioning the table for deleted tickets?

Don't delete the row(s) you'll need later. Perhaps add a column called ticket_status char(1), that gets a default value of 'O' (open). When you close the ticket change the value to 'C' (closed). To reopen change it back to 'O'.
