In my previous shop they all wanted to learn. Once I sent them all a
document on SQL tuning and one of the developers would just not leave me
alone. I did such and such and now its this much faster. I got that for
every SQL statement he did. The novelty eventually wore off and he stopped
coming over to tell me.

In my shop, 0 out of 3. Which wouldn't be so bad, but they also show 0 interest in learning... and every time a new job goes into production and takes 10 hours to run, its a "database problem"... ok, i'll stop ranting now...

What percent of developers know how to explain and trace SQL, interpret these reports and tune?
In my experience it's about 10%, so most SQL tuning is done by DBA's. Is that about right?
