I think that datatype DATE has no info about time zone in v. 8i.
If you want to show time zone you have to read it from your server env
or to store it separately in other column (and insert looks like
INSERT .... VALUES( ... ,SYSDATE,'CE', ...) for central european time zone
etc.).
