You can't. You can guess and then monitor using the time based measurement system (the wait interface) built into Oracle to see if you have any bottlenecks in the buffer cache. If you have, you need to increase the size of the cache, manipulate various parameters or something... it depends.
Read, for instance, Cary Millsap's article on "Why a 99% buffer cache hit ratio is NOT ok" on hotsos.com .
