Monitoring database thru cluster

hi,

I have a situation over here. Here the environment: We have a database on hp cluster and the cluster package is not monitoring the database. Their contention is that if the database goes down due to any reason the dba should take a look before starting it up. A valid point. But there are instances when, if the database goes down all u need is to restart
the database. On hp systems I have seen a peculiar problem when we have a shutdown immediate for backup, the sga is not released. So you might have to
give an ipcrm command or if that does not work reboot. Now in this case all we have to do is switch over the package to the failover server and the database is up without any problem and then we can reboot the primary box with no downtime.
Now my question is:
Is it a good pratice to monitor the database processes thru the cluster? Is there any other scenarios where the database might be down and all that was reqd was a simple restart or reboot?
