You will not find it in 9i, because they have taken it away. It doesn't exist starting from 9i.
We have to use 'sqlplus' for everything we did using 'svrmgrl'. I suggest you check out the 9i docs at : http://tahiti.oracle.com/ as there are a lot of new features in 9i.
