Not exactly -- if the database is in NOARCHIVELOG mode, but is shut down, and you do a cold backup with OCOPY, you're fine.
However, *any* kind of hot backup attempted in NOARCHIVELOG mode is pretty much useless. Which is doubtless what Kirti was saying.
