make sure that the Oracle Intelligent Agent is running on the second instance (you can check this by executing "agentctl status agent")

also u may wish to check "Oracle Intelligent User's Guide" at http://download-uk.oracle.com/otndoc/oracle9i/901_doc/em.901/a88771/chap2.ht m#1005065 for agent configuration instructions
