This is supposed to be BUG# 1260358 and fixed in 8.1.6.1, but I can't find any info on that BUG...
You may want to try to execute the $ORACLE_HOME/rdbms/admin/iniplsj.sql script as user SYS. This is normally called as part of initjvm.sql, but some releases skipped it. If I remember correctly, I had to run that manually, too, a few weeks ago when I tried the e-mail thing.
Of course, DO THIS ON A TEST DATABASE FIRST and don't blame me if it don't work.

I'm not 100% sure, but it I think, the problem is Server/JServer
version. The script will be OK on 8.1.7. 8.1.7 JVM is very different
from 8.1.6
