Oracle Names Server is on Oracle CD but has to be explicitly selected on installation. You have to go with Management Server install (on later versions).

Are you sure Oracle Names was installed?

I believe there is no extra license fee for Oracle Names.

Have you considered going with Oracle Internet Directory? This is the successor to Oracle Names.
