Jared is correct:
There is no database in the marketplace today that conforms to the 12 rules established by E.F. Codd's paper on relational theory. Many have tried, however, trying to achieve 10, 11, & 12 have been very difficult. Because of the "openness" of our market, it may be quite some time before we achieve the complexity defined by Codd.
Several students in my data modeling classes asked the same question years ago. They were disheartened that no one has achieved this in 25 years.

for 11 it depends on how you define user I think. If the DBA has set up the synonyms, db links etc properly then any OTHER user would not necesssarily know the database is distributed
