TOra - Toolkit For Oracle is an open source clone of TOAD for Windows and Linux. http://www.globecom.se/tora/ It has many of the same features and a better price(free). :) I have been using the Linux version for quite a while and am very pleased with it. I would be interested in hearing from people using the Windows version.
