Not necessarily the public at large.
My cousin Gabrielle in Berlin might be considered part of the public in the broad sense of the word, but unless she has access to your database, she won't be able to select on the table.
People that *do* have access to your database however *will* be able to look at your table.
Unless of course they don't have the 'CREATE SESSION' privilege either directly or indirectly. In that case, they will be out in the cold with Gabby.

if grant select a table to a public, any user would have the select right to this table. am i right?
what is real meaning for public?
