When the database is
created, the SYSTEM rollback segment is created automatically.
The only available
tablespace after database creation is the SYSTEM tablespace. We
will need to obviously
create more tablespaces including the rollback segment
tablespace.
The second rollback segment
is created to create the other tablespaces since we do not
want the SYSTEM rollback
segment to b used while creation of the other rollback
segments.
Obviously, the second
rollback segment has to b created in the SYSTEM tablespace since
it is the only available
tablespace to us immediately after database creation.

Manual:
"In general, after database creation, you should
create at least one additional rollback segment in the SYSTEM tablespace.
"
I can understand that you should create one
additional rollback segment after database creation b'coz otherwise oracle
will use the SYSTEM rollback segment and this may lead to fragmentation in the
SYSTEM tablespace and also a performance degradation. But why is one
additional rollback segment needed in SYSTEM TABLESPACE?
