nope, it doesn't.
in unix, Oracle will check the same path with this exception: it first
looks for a ".tnsnames.ora" file in the $HOME directory of the logged
in user. If the file is there, it is used, if not, Oracle continues to
check TNS_ADMIN and then network/admin
