Definitely. Unless you say NOLOGGING or UNRECOVERABLE (depending on the versions). But data dictionary changes are always logged irrespective of logging mode.

They do use some rollback but not the volumes you'd typically need to worry about. The rollback space is for mods to the data dictionary as your segments are created.
