ORA-12701 on Oracle 9i

Dear dba list,
I have a test  9.0.1 database that was working fine. After being down for while (no time to play with it) I tried to start in and I am getting the following errors.

Metalink does not help.
Machine is Sun 420 OS 5.7,

SQL> conn sys/manager as sysdba
Connected to an idle instance.
SQL> startup pfile=inittest9i.ora
ORACLE instance started.

Total System Global Area  235701300 bytes
Fixed Size                   279604 bytes
Variable Size             167772160 bytes
Database Buffers           67108864 bytes
Redo Buffers                 540672 bytes

Database mounted.
ORA-01092: ORACLE instance terminated. Disconnection forced

and when lookinig in the Oracle alert file.

ORA-12701: CREATE DATABASE character set is not known Error 12701 happened during db open, shutting down database USER: terminating instance due to error 12701 Instance terminated by USER, pid = 4066
ORA-1092 signalled during: ALTER DATABASE OPEN...
