Lisa,   One arguement I lost regarding business rules (foreign keys) in the application, rather than in the database was that it made the application "database independent", not relying on database tools that might exist in one database but not another.  In theory, this gave this person more opportunity to sell the application to another organization that would prefer to use, say, DB2 rather than Oracle.   I'm not agreeing with the philosophy, but at the time, it made some business sense.
