Assuming this is Unix of some kind:
Are the binaries (svrmgrl/sqlplus) in your path ($ORACLE_HOME/bin) and environmental variables set (ie. $ORACLE_HOME)?
Is the telnetd daemon running to receive telnet requests (ps -ef | grep "telnetd")?
Problems connecting with telnet and using svrmgrl or sqlplus from the console are unrelated (separate issues).
