I would guess its because of the all the other goodies in that package. I believe the "official" way is to install DBMS_SUPPORT package (which you need to get from Oracle support), or use the oradebug commands from server mgr/sqlplus...
But - easiest way would be to go on using dbms_system until Oracle take the facility away from you. You can also use dbms_system for writing to the alert log and/or trace files.
