my_limit_date        DATE;

begin
...
select (TRUNC(sysdate)-TO_NUMBER(my_interval)+1) into my_limit_date from dual; ...
sql_stmt := 'SELECT * FROM my_table WHERE .... :1 AND erh.arrival_dt < :2 AND... '; EXECUTE IMMEDIATE sql_stmt USING my_first, my_limit_date ... ;
