OraDim exists in the $ORACLE_HOME/bin directory. It gets installed when you install the RDBMS software.
Check your system path on the machine. It should include this directory.
You could, of course, run the command as:
set oracle_home={your oracle home}
{your oracle home}\bin\oradim
