Seems to be Bug 1397603 "MEMORY LEAKS OBSERVED WHEN RUNNING CONNECTION TESTS" as I can observe growing counts for 'state objects'.
=> apply patchset 8.1.7.2 or
=> set _db_handles_cached = 0 (only workaround!)
