I'm evidently missing something here. This is the 2nd time i've heard that you can't convert a tablespace between local and dictionary managed.
DBMS_SPACE_ADMIN package lets you convert from one format to another w/o rebuilding it, look at tablespace_migrate_(from || to) local procedures.

I dont think a rebuild is necessary, i've not used them yet(soon though).
