In general, you don't need to know the rowcounts if you know the typical size of a row and the total space usage for a table/index. An analyze will get you these figures as a starting point.
After that, you need only track the object's high water mark using the dbms_space package to track growth on a frequent, but low-cost basis. (there are some samples on my website).
