Basked on my limited knowledge, you'd go a long way with java and oracle, that's where Oracle is pushing everyone anyway. I doubt how cold it will be on his each when Oracle will recommend to drop java and start using VB.
If you use VB, you have to use ODBC, with java client JDBC.
